Default LT250 Compression

Does anybody know how many pounds of compression a 250 should have?

150 is minimum. you really want closer to 200 but not over 250

It has a decompression lever. Does this engage when using the starter?

ya it opens the exhust valve when starting. if there is a way to bypass it from opening when starting that is what you are going to have to do. some times its a cable or a switch on the head by the valve that pushes the valve open. disconnect and hold the throttle wide open and hit the starter.
