Default LT250R Help

I have an 87 250r that has a new top end and reeds. Im getting spark and gas but it will not fire. Im not sure if the powervalve will affect it starting since ive never had a quad with one. I adjusted it to 1 turn counter clockwise. Just looking for some ideas before my leg falls off.

find a big *** hill, or somebody with another quad and a rope, and pullstart away. play with your throttle and choke and hope for the best. if still nothing, rebuild the carb.

The powervalve shouldn't be the issue as it only raises w/the rpm's.
