I had a problem like that on my 1997 quadrunner. Have you stripped and cleaned your carburetor? Usually, it would be some varnish or a sticky float that would cause that. Get yourself a couple cans of aerosol carb cleaner, and give it a bath. The books all say that you have to pull the engine to get the carb out, but if you work at it, and you're careful you can work the carb out and back in. The Mikuni carburetors are actually very easy to work on, and there's not much to them, so don't get flustered!
