You can use sandpaper instead of a hone, just dont go up and down. As for re-using the rings......You may be up the creek. As for timing, Theres a plug you can take out on the right sidecover on the front side of the cover. Theres an arrow that lines up in that hole. Just keep easing the motor till you see that mark. Then line the marks up on the cam with the head. Thats perfectly in time, But mine is smoking just LIKE yours. lol But I think its my rings.

in all honesty, i'd be safe and order new rings. and definatley have it HONED.
however, are you still at the standard bore? if so, it really wouldnt hurt to go .5mm (0.020") over since 230 cylinders tend to like to get egg-shaped due to the not so favorable rod ratio.
theres a guy on ebay who does good work for $40 plus shipping...

oh my bad, i meant 250. but theyre absoloutley identical motors anyways except for a bigger bore, 1mm bigger wrist pin, different carb and jetting, and different cam profiles on the 250.
anyways the plug that you found is for servicing the oil pump. the guy who told you to look on the sidecover for plugs is thinking of newer bikes that are set up like this:
and for the timing, theres a score mark in the flywheel (you need to take the stator side cover off to do this) that you line up with a little pointer in the case. at that point the cam needs to have both hash marks level with the head, and the indexing pin that positions the sprocket on the cam needs to be around 11 o clock.
