Suzuki Vinson ?

I just got a 04 Suzuki Vinson, changed the oil and done other service work. My main question is about the crankcase oil capacity, Owners manual states 3.8 quarts with filter change, but it completely fills the sight glass. Is it supposed to be like that?
Does anyone know if 3.8 quarts is correct and is it supposed to completely fill sight glass when it running or engine is off?

I did a web search and also came up with 2.9 quarts with filter change. If you are putting in 3.8, thats almost a quart too much. Sight glasses are almost always meant to be at about half level to indicate correct full, when running, it may show a bit lower, as the oil will be up in the motor, but at rest it shoul show about half full after a minute to allow oil to drain back to sump.
