i haven't checked compression but it has new piston, rings and cylinder bored about 1 year ago without that much run time on it. also has new reed valve assembly. any thoughts would be much appreciated

how would i find out if the bottom end was full of fuel? it still has the original petcock on it and i've read on these forums where guys have changed them out because of problems but if the float in the carb is working properly it shouldn't be a issue should it? before when it wouldn't start i could hook it up to my battery charger/booster and then it would start, but it won't now. it seemed to crank over good without the charger but would not start, put the charger on it and it turned over just a little faster and it would start, but not now. battery seems OK holding 12.8 volts and it's not very old, could the coil be weak? again any thoughts would be appreciated
