When you say "axle nuts," are you referring to the castle nuts on the ends of the axle that hold the hubs on, or the nut near the bearing carrier on the brake side? If all of those are good and tight then the thing to do is get the rear tires off the ground and look for play in the carrier(needs new axle bearings and possibly a carrier) or the hubs themselves(splines may be worn out on either the axle, hubs, or both.) You could also have a bent axle or rim.
