Default 1989 Suzuki LT250s no start

I have a 1989 Suzuki LT250s,I just bought it about a month ago,I was told the top end was rebuilt.I pulled it with another quad and it started and then died.I can not seem to get it to kick start.Its getting gas,Spark and i feel compression coming out of the exhaust.I have re-timed it and adjusted the values to .008.I have also sprayed started fluid into the carb and it acts like it wants to start but only popping.If anyone has any suggestions,Please help.

If you pull it with another quad, it will start, but no kick start? That sounds like a intake valve out of adjustment, but you said you adjusted them very loose (.008 is loose. The spec is .001-.003 and .003-.005 exhaust). My next guess is a plugged pilot jet. Run a small piece of wire through it as roughly as you can. That crud can be almost as hard as brass.
