Title problems on old suzuki

Did older quads not have titles? Some people have told me they don't and I am wondering if that is true.
I went to buy a 1985 lt125 for the kids, but the seller did not have a title (or cert of registration). NY state is very bad about trying to get a title - you basically can't unless you can find the last person who registered it, which the DMV won't tell you. And we have to register the quads for the places we ride.

In PA quads didn't get titled until 1990. To find out if your (in PA that is) was ever titled we call the dept of conservation and natural resources. Our quad are registered as off road vehicles. My quad was never titled so I called DCNR with my VIN# and they told me over the phone that it was never titled. My local shop is going to construct me a tile. So I can ride state trails. Hope that helps.

Chapy is right. As far as I know, all states require NEW ATVs to be titled right now, but the laws were implemented at different times over the years in each particular state.
Now as far as an '84 is concerned, while I'm not 100% positive on this,...I don't recall any of the states issueing titles for ATVs.

Yeah thanks, I knew that, but I really don't need to know the difference.
I need to know what to do if the previous owner does not have the cert of reg, and you can't find the last person that registered it, and if they never registered it, they lost the cert of orig. I bought one from a guy that had the cert of orig, and it was a piece of cake.
I bet more people that bought those little quads for their kids never registered them and the kids just rod them around the property as a toy. There are so many of those things for sale cheap, but I can't register one of them without a previous cert of reg or cert of orig because NY state has no provision to let me do it. I have registered a quad after getting the last owner that registered it to sign a transfer form, but if I can't find that person, I am out of luck. It sucketh.
