And I do think it will have alot more power then the 400EX, suzuki is going after them for sure, when they came out with the DRZ is was aimed at the XR400 only....and it killed it, way more power and way more advanced, almost hung with yz and wr400 and 426(almost). So I am sure they are going for a repeat with this, to wipe out the 400EX.....

I think you misunderstood me. the MSO, which is factory paperwork that accompanies the machines from the mfg, shows the SAE (flywheel) hp for the subject bike. The E model DRZ shows 41hp. Typical losses flywheel-to-rearwheel hp is 10 to 15%. Therefore, chassis dyno readings should be between 37 and 33hp. Of course, there are still variables, like the gear the test is performed in, the dyno calibration, the particular methodology of the operator... it's not an exact science.
So, fundamentally, you and I are in agreement -- when you say "the 400E put out 38 at the wheel stock! S was a few less" these are numbers we should expect to see.

Nope, SAE HP on my Cannibal is 40hp - SAE HP on my 400EX is 32...
Looks like Alan Knowles wasn't too far off after all. Many of the dyno readings I've seen on the 400EX put it at 27 RWHP...
If you take your 15% loss figure, you get 29 RWHP on the LTZ.
Take SAE on the 400EX and a 15% loss and you come up with 27RWHP...

I read that C'Dale's hp varied by model, starting @ 35? Guess I shouldn't have accepted that as true. I still contend that Knowles dyno is optimistic, if Guyraptor's story is true. I've seen 27hp net for the Honda in several places, which is why I questioned "Knowle's" number to begin with.

The cannibal and speed have the same HP while the blaze and moto have more. I think the HP #'s for the blaze and moto are the same but due to different maps, they have different power curves. I may be wrong.
As far as how much HP my Cannibal has... I don't know. I have seen the #'s from 33 to 39... 6 HP stretch is kind of big. But to keep it in perspective (I've already stated this before in a different post) the Superflow dyno reads as follows:
Cannibal - 33 HP
Raptor - 28 HP
DS 650 - 37 HP
400ex - 21 HP
The #'s I have heard most often are as follows:

Raptor - 36 HP
DS 650 - 42 HP
400ex - 27 HP
