I used to have this exact quad! Definetly sounds like a carb/fuel problem. Here's a few things to try..

First make sure you have fresh gas (gas these days goes bad very fast). Double check your carb is clean.. You say the last owner cleaned it but when/how long ago was this? The smallest particle can clog a carb jet. Is it still 2-cycle oil injected like from the factory or has it been converted to pre-mix? (gas & oil mix). These quads come with external oil tank/injection system but people convert them (and alot of 2stroke quads) to pre-mix to avoid oil pump failure.

Do you have the choke on or off? Try it both ways... If it runs and revs fine with choke on you have an air leak somewhere. start your engine and spray starter fluid around the
area where the carb connects to intake boot on the engine, try not to get any IN the carb air intake hole.. spray around where the carb gasket is and if the engine revs up higher on it's own... then you have an air leak somewhere, gasket or somewhere else.

It's an easy fix.. Clean the carb again make or buy a new carb gasket, put in fresh gas, a new plug and try again... chances are it will be fine... also the petcok could be clogged clean that as well. It's a fuel or air problem...Not a big deal.. Try the stuff I said and let me know what happens.
