Default Gas cap leak?

I have a 2009(?) Q Link Frontrunner 700 UTV. The year is irrelevant for the question. I have a picture attached of the inside of my gas cap. From what I have deduced, this is the issue I'm having starting my quad. The piece inside the gas cap was so deteriorated that it just fell out. Is it possible that it could mess up my whole pressure system? I have been trying to fix this for a few days now, I know somewhere along the fuel system, I'm losing pressure. While I crank the starter, I watch gas just kind of bubble in the bulb, I know it should be flowing. Also, how would I go about getting a new one of these? Would they carry it at the local motorsports store? (the old one is completely shot, I have to replace it at this point.) I blew into the hose that went into the tank, and gas came out the hole in the gas cap. Let me know what you guys think or if I'm like totally wrong.Name: 130204-194220_zps25fbbf24.jpg
