Default Towing a buggy w/ a towbar

My friend is buiding a buggy and he want's know if he can tow it with a tow bar or well he need a trailer?
If he used DOT tires can it be towed with a towbar?
He wants it to be street legal but I don't see it being approved by the DMV. It'll have a green sticker on it.
I live on Cali.

It would need a regular plate I would think to be able to be towed wheels down. DOT approved lighting and tires. I would say get a trailer. That's a 2.5 hr tow on the ground over to Pismo (I'm assuming he's in Delano or there abouts as well.)

Rescue might be able to give you more info when he logs on as that's kinda sorta his line of work.
