reverse light flashes limiter kicking in

reverse light flashes limiter kicking in
can anyone help machine idles fine in neutral and foreword cant go above 1/4 throttle machine will bog and sputter. replaced reverse sensor and checked wiring all seems ok it has analog speedo but cable is broken is there something else making limiter come on ????
