You don't have to pay for camping its free. ORV tabs, the sheriffs are really strict about that. I was just over there and the sheriffs were very busy. Just make sure you have a flag and tabs on your quad. You do not need to use paddles. I use my regular trail tires for moses. To many rocks and it just chews it up. Also remember that there is a no alcohol ban. If you do drink don't act like an a$$, and the sheriffs will leave you alone.
