The original price tag is $119.99 and on sale for $29.99 just as you stated. You must have found a set that had been improperly marked. The range on the 862 is 8 miles rather than the 12 miles yours have.

Even with the reduced range I bought three sets of these for the kids over at the farm. May use one set for awhile just to see how much I would use these radios.

Edit: Looked on the Big 5 web site and all the stores in the area are advertising the 8 mile unit. I may be taking these back however because for dang little extra I can get a much better radio at Fry's. Your 12 mile unit has a lot more features.
