if there is i didn't pay it. no i don't think there is.
you can also ride under the cajon pass right before you go up the big hill into hesperia. there are posted trail all behind the mountain very beautiful and some a little steep. not sure how to get there. we went from behind the mountain from my parents house. i think you get off on wrightwood exit (sheepcreek rd) and head north you can park uder the train track and ride back. When we went there, there were volunteer rangers with maps i guess they are there everyweekend.

Here's the website for the Pacific Southwest Region - USFS. Each forest should have a list of the riding areas available in that forest, and any applicable fees associated for passes.
Bureau of Land Management in California Each Area and Field Office should have information on areas that can be ridden on.

As far as direction I don't really know about most places. I can tell you how to get to Miami Motorcycle Trails in the Sierra National Forest. The USFS web site sometimes accidentally says that it's on Highway 42. It's Highway 41. Any Level 2 road in the Sierra National Forest (as marked by a vertical sign post (nearly always wooden)) is available for OHV use, unless otherwise posted. Level 3 & 4 roads are closed to OHV traffic, unless otherwise posted. For example 6S41 is a Level 3/4 road as marked in Miami M.T. but riding is allowed.
Miami also has a few camping/staging areas. Kamook is the large and busier area. There is one fire ring there and a pit toilet. Most riders at Miami are day-use. The other main staging area is Lone Sequaia. It's smaller. Though is flatter. Supports probably 1/2 dozen tents if you pack em in as well as vehicles. Very nice and shaded area. Trails are not well maintained. Deep rutting on blue trails is severe. Mainly motorcycles are found, but ATV are picking up in use. Can be very technical. Skid protection is mandatory. A few easy Green trails can be found. WARNING: Powerline is marked as a Green Trail. The section south of the entrance at SR41 & 6S41 is VERY BAD! Should be a Blue, at the minimum. Extreme rutting. About a 2-3' vertical climb(going south)/drop(going north).
Cell phone use is not available, unless you go out south to overlook Oakhurst, but be careful. It DROPS! I'll get some more info on that.
I did a 65 mile round trip ride out of Miami a couple months back. Great long range runs out there. Intersection road and what not. There are a few campgrounds throughout the forest that you could probably ride from as well.

Most of the park is a National Wilderness and therefore you can't do anything if it doesn't involve your feet. I see the point but still kinda sucks.
Now, on the other hand, one of the forest roads comes into Yosemite Between the 132 (via Mariposa) and 120 entrances. This is the Groveland Ranger District, Stanislaus National Forest area east of Greeley Hill. I've seen someone post a pic of them standing at an opengate leading into the park. The road just kinda kicks through a corner of the park in that area. So if anything it would be a "look ma, I rode Yosemite." I know anything East of "Highway 41" is Wilderness.
Oh and rotty got the other good site. I couldn't spell it to save my life when I was looking earlier. Between those sites there probably isn't any other LEGAL riding area in the state that hasn't been mentioned. I used to know of a site done by a guy in Fresno, but most of the stuff listed on there has all been shut down or is government maintained riding facilities.
