i suggest taking a look at www.staythetrail.org
It's an excellent site including maps of ATV trail areas for all of Colorado. Our problem here in CO is twofold.
Private Property
Eco-nuts and granola eaters.
Pretty much anything on the eastern slope is going to be someone's land. And CO isnt just open to ATV's anymore. Designated trails offer your best bet for a hassle free day in the woods.

Don't know a lot about the Flat Tops. We ride east of Basalt, which is south east of Glenwood Springs. Lots of places to ride there. If you go east of Basalt past Ruedi Reservoir and the town of Merideth you can ride over Hagerman Pass and the Continental Divide all the way to Leadville. Tons of other places in that same area to ride depending on what you want.
