Default Street legal in Ohio

I am in the process of trying to find a way to become street legal in Ohio. I know how easy it is in some states to do this but no one in Ohio is answering my questions they all just say no it can't be done.

Anyone out there that has made a quad street legal in ohio or knows who to contact please let me know. I have the ability to get a kit with signals, mirrors, a horn and i already have break light tail light. As for street tires the older honda civic 13in rims have the same bolt patter and would cover me for street legal tires.

I need to know who I should contact about this above the highway patrol because all they told me was no no no. Someone mentioned in another state that you can convert your title but I am not sure if I can do this here. Any help would be appreciated as these gas prices are killing me.

Default Street legal in Ohio

Check with the dmv. Here in Texas, if the title has ORV, there's no way to change it.
