I was just out there last week. Basically you can ride on any roads as long as you meet the criteria they put out lights, horn, mirror, etc. I don't remember the web site but do a google search for riding ATV's in SD and you should be able to find it on the DNR or Forest Service websites somewhere.
We went out completely blind with a GPS and then talked to some locals. They said the best thing is to head into a forest service office and get one of their maps. They will have on it what trails are open and which are not. Postings over ride the map, but we only ran into 1 trail that was open on the map but had the gate across it when we got to it.
No riding in the state parks, but basically if it isn't posted no riding it is open. We were staying up at Sylvan Lake in Custer SP and ended up riding around Hill City & Sheridan Lake. Very beautiful right now since they have gotten a lot of rain lately. Where we were there was rain at some point every day, mostly at the end of the day so not a huge deal.

The Black Hills was an amazing place to go. I went riding there last summer in 2007. My girlfriends uncle owns a bed and breakfast resort up on the mountains with like 1000 acres so we went riding all over the place. I was in Sturgis for the bike rally last summer and it was a blast. So much to see. A beautiful place to go. One of the best places I have ever been and I've done quite a bit of traveling. We rode for like 40 miles and the scenery is just breath taking. I totally recommend it. Sturgis and Deadwood, SD are beautiful places located side by side. Also I strongly suggest if your out that way to drive the 1.5 hrs to see Mt. Rushmore. Completely breath taking experience.
