Just looked on the rules for the H/M trails.
From the rules:
1. No person shall drive an ATV unless that person meets the minimum age recommendation specified by the ATV manufacturer for the ATV that is being driven.
2. Adult supervision is required for those under age 18.

Going to H/M in September. Would a GPS be a good idea, and if so is there a GPS downloadable map of the trail system. We are going to stay at Browning Fork Trailhouse for a week. Going to ride Rockhouse for sure, and Pennacle sounds good to.

I've ridden H/M a couple times. Definitely worth the trip - much better riding that available locally (MI). Some answers/tips:
1) GPS - IMO, no need, other than JIC. Print some color copies of the trail maps before leaving and you're good. Trails are very well marked. Maps on the trailsheaven.com website. Also, these maps are very good too. http://www.vvmapping.com/public/West_Virginia_ORV.pdf
2) Twin Hollow is a good campground for the Rockhouse trail. They have both tent/RV camping as well as cabins. They're located right on the trail, have a great view and have always been good to us when we've stayed there. Just be aware of their "driveway"... most people hauling trailers must be in 4WD low lock just to make it up. Seriously. The owner has turbo diesel dully and he'll pull your camper up if you can't make it.

While looking through the H/M website, I noticed a link on the Rockhouse description for the laws in Gilbert. All seemed reasonable for safty except " no passengers allowed on any ATV NO EXCEPTIONS" Does this mean quads made from the factory for 2-up. One of our group, or I should say a couple, going in September ride an Arctic Cat 650 X2. Will they be able to go into town on the ATV?

You will be fine, you are allowed passengers if the machine was built for it. The nice thing about the 2-up machines is they can go on all the ATV trails b/c they are only 50" wide. The UTV can only go on the green and blue trails unless your on a factory width Razr.
