Nanticoke Pa. whats the deal I hear it may be reopened????

A friend of ours that lives near Nanticoke Pa. says that the Earth Conservancy has taken so much heat from the locals that they are cosidering reopening the 5800 acres that they shut down a few months ago. He said they are going to issue permits or something of this nature. Has anyone heard this or is this guy just blowing smoke.
