when to re-jet?

Default when to re-jet?

i am wondering what determines the need to re-jet the carb? is hard to do or should a mechanic do it?

No it isnt hard and the only way you need to rejet is if you add a pipe, do major engine work, or sometimes just even add an air filter...

yeah thats what i thought but how do you know that re-jetting is needed? is it becasue its running too rich or lean? also how do you know what jet sizes to run?

Basicly you go by the symtoms, and the evidence(such as spark plug condition). Its not tough to learn, and isnt tough to do.
Start by reading this

Jetting is a trial and error process. The more you mess around with it the better you'll get at it. Then when your good enough you'll become a jet-i-master...
