As for the mature thing Im really immature but now when it comes to riding, wear all safey gear and dont do anything your not ready for. But then once i get off the atv i think it is funny when people fart or something stupid like that haha, oh well its my personality if you dont like it to bad. I like my attitide haha

Seriously you have to look at each indidual closely. Their skills, experience, respect, weight, size and other things that you will need to know so that you are comfortable with the decision.
I have seen younger riders with more sense than some of the older guys, but there are situations that can happen that will call on a riders experience as a person (not as a rider) that a 13 yr old may not be able to handle. I dont mean when to hit the throttle but more on the line of when to tell your friends no, or not be showing off and sometimes this is something adults can have problems with.
I have seen some pretty small riders on all kinds of quads, and some have scared the #$@# out of me for their and others safety, but then there have been others that were perfectly fine.
So I think it really is more about the individual and your relationship between the two of you etc.
As a last thought have either of you looked at other sport quads?

Its all about experience, most 13 yr olds could ride a raptor but they wouldn't be able to ride it properly i had ridden 2 wheelers since i was 6 and when i was 14 my step dad brought a raptor and i could ride it fast in a straight line but i couldn't ride it fast around a track and use it to its full potential, i got a warrior and learnt how to ride properly and didn't ride the rappy for like 3 months and i got back on it and i could use all the power and ride it properly if it is a first bike get something smaller and learn how to ride otherwise you will probably stack it and hurt yourself and your pocket getting it fixed.
