Welding
If you don't already know how to weld or what welder to use I suggest you have someone else weld it. Your bike is not the place to learn. It is more than what welder it is what settings to have the welder on and knowing how to actually use the welder or you wind up burning through, oer heating and distorting the frame or getting a cold weld that breaks right away.

When buying specialized tools like welders you should never use the terms good and cheap in the same sentence. There are some sweet little mig welders out there like the small 110 volt lincolns that are perfect for small jobs. ac welders are cheap but not very good for atv projects. Really just take it to a shop if this is all new to you.

Dumb question. If you have no way to haul it how did you get it home ?? I would think it would be cheaper to rent a trailer than to buy a welder. I am not being a wise a$$, Just wondering. If you do buy a welder I would do a lot of practice or find sometime that knows how to weld. Wrecking your frame would be a very costly mistake or worse have it break while you are riding causing you to crash. Just my two cents.
