I had the same problem with my 99 warrior. It was the rubber boot that is between the carb and the head. You might want to take a look and see if there are any cracks or holes in it.

I have a 96 Wolverine and I've had it since new. I just had the carb off yesterday to see if something was plugged (couldn't see anything wrong). I just changed the plug too and that didn't help either. I first noticed when riding with some friends I didn't have the oomph to rip up and down the riverbank (in the winter!) and I wondered if I just was getting used to riding their big displacement 4wheelers. Well, now it's quite obvious as I can't get mine up to speed going down the road either. If I can get my RPM's up to 95% then it will pull hard. Sorry I can't help you but I figured that a wolverine isn't too different than yours and hopefully someone else will be able to help.
