I dont have a service manual, and dont have specific info, but what id do...follow the brake lever, and cable back, until you find an electrical switch. It may be combined in the brake switch. Do the brake lights work? Once you find the switch, disconnect the wire connector, and ohm it out, ...in one position, itll be open, and in the other position ittl be a short. If the switch checks out, then its probably a cable adjustment.
Check the connector, on that switch for water, or being partially connected. Put some dielectic grease on the connector contacts, when you put it back together.
And Im like you...if something is supposed to work, then I want it to work .

I was thinking it would be #33, the brake switch. It probably hangs low enough to collect water and crud. And is accuated by the brake pedal and hand lever.
2FAST4URASS, Thanks for the link to a picture of the electrical system.
anyway, let us know what you find.
