BRUIN TRANSMISSION
Sounds like you're gonna have to pull the cover off, and clean out the springs/counterweights whatnot for your clutch/gear/pulley assy.
I've heard guys have the same problem before, even after draining/cleaning/hosing out/whatnot, and drying it, and that's what they always have to resort to.
Once you get mud in the springs/counterweights and it dries, you pretty much have no choice but to take it all apart, clean them up and re-lube them. Depending on the type of spoo you get in there, it doesn't always take a whole lot either. Just gum up the moving parts, and you're done. The belt can't run like it's supposed to, and will slip, or not move down for higher gearing.
After a good cleaning/lube, the top end comes back and they work fine. A good manual will walk you through it.
Good luck.
