Blaster Brakes?

Rear brakes appear to be locked. I used it a week ago. I remember reading something about this a while back. This is a 2000 Blaster. How do I fix this problem?

you need to take them apart and clean and oil them about every other time you ride the rear brakes are JUNK.but if they are kept clean they may slow u down ftwflh 1996 polaris4x4 ,1994 blaster with dg,wiesco,boysen rad , barnett,goodn fast.and stops some times
