Don't blame your sister, its probaly not her fault. Ask her though if she used the parking brake. From what you describe, I am 90% sure its the parking brake REV limiter switch. This little switch is very problematic.
I have attached a link you can reference to see what it looks like:

Part #23 is it. The other switch is the nuetral saftey switch. The switch may be getting activated by a lose parking brake, so try tighting up the parking brake cable first (near clutch handle) before removing and cleaning the switch.

The parking break has never worked, But when i looked at it yesterday, the place where it connects to the handle was very loose. But i am about to have to go to work, so I will check it out when I get home, thanks!!
