maybe a vent issue with your gas cap or vent tube
next time it starts to stall or idle rough when the tank gets to that level,pop the gas cap off to see if it cures the problem,,,,if it does,first check the vent tube,but you may need a new gas cap

the vent is in the cap to allow free flow from the tank,to the carb,,,,,if the cap isnt venting,it is running out of gas
its the same principle as the gas can you use to fill your bike,or lawn mower,,,,,just by turning the can up to fill isnt enough,,,pop the lil vent cap,it gush's
so if the cap isnt venting the tank,it may only choke it when it gets to a certain point,,,,,from where i sit,everything you have described,sounds like a gas cap venting issue,,,,,good luck

thanks i just took apart my gas cap and air goes in and out of it i put it back together and blew threw the hose and air blew back out so i know air goes into the gas tank so there isnt to much pressure what else could it be or maybe im wrong about the whole gas cap.

Partially plugged fuel filter or screen in shut-off valve?
A full tank of fuel would put more downward pressure than a half of a tank.
When it stops running, you could pull the fuel line off at the carb, abd check to see that you have the proper flow of fuel.
