One more question before pulling the cover, do I need to drain the oil first? I like to get away with not draining it if I can.

The weights in the primary move, or more correctly are in balnce with the rpm vs the load. The secondary spring provides the feed back for primary position vs rpm. The engine has a much easier time in low, and the secondary allows the upshifting , even though theres resistance to the weights, moving out in their slots.
Dont skimp on the grease when you lube them, youre supposed to use 1/2 of the can of ultramatic grease, which is 1/2 lb, spread out equal to the weights.
No need to drain the oil,the pulleys are on the outside of the motor, under that big plastic cover. The weights are in the primary. It should be totally dry inside the cover, and maybe a bit dusty.
Theres a how to, on nyrocs site, and i believe texmudder has one too.

Thanks hondabuster for the link. Is there anything in there that I should/need to replace while it is apart? Since it does not mention anything I'm guessing that there's not any one time use only parts, but is there anything that should be changed even if there is not alot of wear showing?

did it sound different when you were in gear and WOT and when you were in neutral WOT? It sounds a lot like your belt is slipping.... Just the other week a buddy of mine's King quad had very similiar issues. Ended up that his belt had flipped over.
I've had similiar issues, but after pulling the plug and draining the water out of the belt chamber, (sorry brain fart, can't remember what the belt housing is actually called.) mine ran fine.... (it'll happen from time to time when mudding in a foot of water or more....)

I have a feeling the carb was not jetted right when it was rebuilt causing it to run to rich. Anyone know of an 02 sensor that would fit in the exhaust pipe without nearly blocking the whole thing off. I have a wideband 02 meter that will be going on my car when I put my built engine in, but the sensor is to close tothe same size as the pipe.

my griz has 2000 miles on it, and I have yet to change the belt...
your problem is VERY weird.... It almost sounds like the clutch itself is slipping... I would call a few dealers and just talk to them about it and see what they have to say... a good one should be able to tell you the problem, or at least give you a list of possible causes....
