Default Fixing my broken blaster cont'd

Alright, I'm working down the list of suggestions (thanks for all the input) and I'm working on the carb top/throttle cable problem right now. I have a used cable and a used carb top since my old one was broken somehow. My friend told me the carb top may be sticking. I unscrewed the top, and the thumb throttle flows smoothly and the pin and float (? - the black cylinder) move up and down freely. Does this mean my carb top is working properly and I should focus elsewhere?

If it all moves freely it all is working properly.

That's what I thought but I took it for a ride today and had a problem.

Started it, it bogged horribly. I pulled the TORS connection and it rev'ed up normally. When I let off the throttle the RPMs slowly fall. But everything flows smoothly so I've no idea what to do. Atleast it idles great now.
