Default Kodiak - speedo problem

I have a 2002 Kodiak and back in January it got drowned in a pond. I removed the belt cover and drained it and changed the oil several times and got all the water out of it. It runs great now and I notice the speedo doesn't work and sits on zero. Also, I keep burning out my fuse for the 12v plug outlet. It might need to be dried out a little more I guess.

Does the speedo work by a sensor or cable to the tranny?
And is there anyway of checking this sensor or any kind of trouble shooting I can do to fix this speedo problem.

Thanx
