Default blaster clutch lever help

just got a 94 blaster for 150 bux didnt run so i dropped the carb and cleaned it out started up. now i noticed when i went to take off the clutch isnt engaging, the lever going in to casing i can move freely also up n down is there a pin that should be in there? the boy i talked to said it ran good before he put it away for a year and didnt touch it. clutch and all. im wondering if there was a pin holding that lever in place and maybe could have broke off over the year of sitting

Is it adjusted correctly?
