Sounds like your carb slide might be in wrong. Take it apart and put it back together.

Is the choke on or off?

 

120 PSI certainly wouldn't keep it from starting. I just know the Clymer repair manual clearly states 140-160 PSI is around where a STOCK 200cc Blaster should be. So you still could have a compression leak. Wouldn't keep it from starting of course but, you may be losing a little power. Might want to do a leakdown check around the case and head just in case.
