Default 96 Kodiak won't shift out of reverse

Hi all, I hope someone can help me with a problem I am having with my 1996 Kodiak. I bought it used (needed some work) and have rebuilt the carb, put on new tires and it runs great. The problem I am having is that when I shift into reverse I have to turn the engine off to get it to shift back into low or high. It will shift into reverse with no problem just not out of it. The control cable that runs to the rear brake was broken so I took it off. Any suggestions?

Thanks

The cable I took off was the one with the plunger that retracts when the rear brake is depressed to allow for the shifter to be moved. When I turn the engine off, I can hear something disengaging toward the rear of the transmission.

I will get a new cable and try it. Thanks.
