Default 01 warrior rear shock problem

we are rebuilding a 2001 warrior that has sat for awhile. the rear shock when compressed comes back up part of the way, but will not come all the way back up. we have reset the rear shock back to factory settings and it still does not come back up. any help would be nice, thanks.

it feels neither, you compress it and it comes back up about 2in, then you have to pull it all the way back up.
