Im going to try and explain this the b est way i can the two sides that come out of the carb ( side that gose into the reeds and side the gose into the air box) and in the center where the needle valve gose in for the gast to come out i just noticed thers is gas floating on top of it than i wipe it off and it dose it again i think the carburator is getting flooded but gas is clean and it has plastic tank is that a reason why it is running half way?

When you clean the carb, are you taking the jets out and blowing them out with air and spraying carb cleaner in them? If not that's what you need to do. It's normal for gas to run out from everywhere if you got the carb turned over or off-level. If the carb is filling up with too much gas then your float level is adjusted too high or there's a piece of trash stuck in the float needle valve or the float valve is worn out.

okay if your carb is flooding with gas its your float not adjusted to the right height, not sure what kinda carb you have but you need to find out and ask what the float bowl should be set at
