Default problem with my 07 wolvy

okay, so last week i was riding my wolverine like i usually do and i decided to go through a little bit of deep water. the water was up to about an inch below the radiator but it still went through it fine. after that, the wolvy would not run right. it would not start w/o the choke part way out. and when i would be cruising with the choke in, it would sputter, bog down, and stall sometimes. it runs better when i have the choke in a certain spot but it still sputters a little bit AND when i did a top speed run, i only got up to 49! it wouldn't go any faster! my normal speed was 52 but now it will barely even hits 49. i was just wondering if goin through deep water took part in this. i filled up with gas, and cleaned the air filter but still runs horrible. my dad put some stuff you put in gas tanks to eliminate all the water in the tank. im still waiting for this to start showing some inprovement
:[ . also my dad is a HUGE and i mean huge procrastinator who says he will help me do the maintence on it one weekend but never does. and i've asked him about 100 times to help me change the oil filter. the wolvy has 438 miles on it and is still on the same oil filter. if someone could please tell me where the oil filter is located that would be great because my dad keeps puttin' it off to help me and i'm tryin my best to take care of it myself but there are just some things i can't do by myself considering im only 15 years old.
thanks! :]

ok as far as why it's sputtering you probably got some grit and grime in the jets. as are as the oil filter it's on the left side as you sit on it. you see a little access cover where you can add oil. anyways there is three 10mm bolts on the side that will take off the entire plastic piece you'll find the filter behind that. as for the car turn off the gas loosen the two screws on the two rubber turn the carb towards you so you can access the bottom of it. the float bowl. take out the 4 screws. you'll see the brass jets that look like they have flat tip screw driver ends. take them out one at a time and spray them with some carb cleaner and clean them up you should be able to see light through all the holes. put it all back together. then ensure you don't have and crap in all your vent lines just take them off and blow them out.

Just haginout is right left side oil filter, pull the carb bowl off and clean your jets and then reroute the carb vent line up to the airbox. If you still dont have top speed you need to pull the right side footboard and the clutch cover off and see if there is any water in it or grease slung out of the primary.
