absolutely right on the money. i know it can be frustrating to hear your quad sputter in reverse and feel short of power, however the safety element with the rev limiter is there for safety. inexperienced riders could be severely injured without it....

i found out that the epi clutch kit is the same for the kodiak '06 as for the grizzly '07. should be the same for the other brands, right? i have 26" 589's on the bike now, thinking about a 2" lift and 27" tires. do i need to go ahead and clutch for the 27-28" tires? Also putting a K&N jet kit in. Please advise.

I should think any clutch kit that works for the Kodi 400 should work on the Grizz 400, I think only diff is name change...
I think with 27"+ tires a clutch kit will help. Heck, even with 26" 589's I bet you will notice some difference with a clutch kit. Sounds like you like mud, eh? I would advise against a K&N, don't have experience with them but they do let more dust/dirt in than a foam filter, such as UNI or TwinAir. For offroad conditions I would go with an UNI or TwinAir, but it is up to you.
Also, you may only need a jet kit once you allow more air into the engine and more exhaust out. You may or may not need to rejet from simply adding an airfilter without an aftermarket exhaust, K&N or otherwise...I would wait to get one until you put in the filter and then see how the bike runs...
How does the quad do so far with those tires and no low range?

Highlifter carries a DGL (Detroit Gearless Locker) for quads without lockers. I went on their site and they only had them listed for 2000-2003 Kodiak 400's, but it might be worth a call to see if they would fit on a '07 400...I can't see that Yamaha would of changed anything in the front diff...could be wrong, but worth a call and looksee anyways...
