not sure about both lights being on...im having the same problem with my warrior. but have you pulled in the clutch when trying to start it? as this allows one to be started in gear. just a suggestion. also did you check the coil or replace it?

sounds like a wiring/ground problem somewhere on the harness check the harness over real good and the reverse lever, take it apart and make sure the contacts are good and grounds and everything and that theres no chaffed, burnt or frayed wiring grounding itself out or something.

i know mine isnt a ground problem as i had this harness on another bike that did not do it. but i changed the sensor an it quit doing it...however the light dont come on at all now. so i think its because this sensor could be bad. and if i start to unscrew the sensor whiles its plugged up...it goes out. so im gonna mess with the lever and make sure its adjusted correctly as i just put it back on from a frame up rebuild.

Make sure the stator and wiring harness match up. I believe the stator plugs are all the same but the plug wiring is different on some year models.
