Recoil starter on a Wolverine

For the longest time whenever I was reading about the Wolverine in ATV magazines I was always puzzled to see that one of their complaints was that there was no back-up starting system. What's up with that? I would say to myself. My Wolverine and every Wolverine I've ever seen has a recoil starter on it.
Then I clued in. The American models don't have the recoil starter, while the Canadian models do.
Can anyone guess why YamahaUSA doesn't put the recoil on, while YamahaCanada does.
I have a couple of theories of my own, but I'd love to hear yours.

2000 is the 1st time the recoil starter was ever offered I think in the U.S.. I have no idea why YamahaCanada has been putting them on all this time but not YamahaUSA. I know I have a 99 and asked how much it would cost to have one put on my Wolv. and the dealer told me $400-$500. I think I will just pull or push start it instead of paying that much.
