You might recheck compression even though you just rebuilt it. Have you tried roll starting it, to see if it start that way.

Check compression. I have seen where the rings have been on wrong, Never chamfered the ports and ruined the rings. do a leakdown test on it also. I'm willing to bet that your problem is 1 of those things. Them nuts for the base are hard to get torqued properly.
