Default Timberwolf turns over slow

I have a 1998 250K Timberwolf that ran fine last summer but when trying to start it this spring, it won't turn over fast enough to fire up. Battery, solenoid, starter have been tested, cables are all good but it just won't spin like it used to. Is there some form of automatic compression release (internal) that might be the problem? I've looked at a repair manual online but couldn't reach any conclusions either way. Any suggestions would be much appreciated because I'm stumped. Thanks in advance.

Run a compression check to see if comp is high. Pull starter and test it. Have battery load tested, batteries can show a full charge, 12.6 volts but drop below 11 volts when a load is put on them, even some that are new. Check resistance in cables.

Thanks, done all that except compression test. Still wondering if there's a compression release on this model or not.

I had a Bear Tracker with same engine, there was no comp release...
