I just installed 19"Elka's w/rezzies and quad rate spring with Houser's long travel a-arms. I've never used an aftermarket susspension but think mine is way to soft. If I stand on the front bumper the shock completely compresses (The top shock body will touch the bumper on the bottom). Is this normal or are they too soft?

You said, " if I stand on the front bumper the shock completely compresses (the top shock body will touch the buper on the bottom)

How is that? Your bumper moves with the frame, shock, motor, etc, etc, etc........Unless you got some kind of crazy stationary bumper, what's the bumper mounted to?

You should notice that your quad is going to sit much lower and will be much softer through the "initial" shock travel. If it is truly bottoming or is extensively soft, by chance did lines going to the shock body or to the res get broke loose. This would cause the shock to loose nitrogen and oil, thus allowing the shock to have 0 pressure other then the springs themselves.

He means the bumper on the bottom of the shock shaft, and no they shouldn't be that soft. Are the shocks set up for the longer a-arms? Because if they aren't that will affect the shock's stiffness.

Ah, the shock bumper. Ok makes sense! The shocks must have been broke loose and lost all pressure, even if they were set-up for standard length a-arms.

I'm not really clear but don't know how else to explain it. The shock completly compresses just from my weight standing on the bumper. I know they are supposed to be soft on top but should they be this soft?

No, they shouldn't be that soft. Again, the shock must have come loose and has lost all of it's gas. I would call Elka and explain to them your findings. I am sure they will help correct your problem.
