Under the gas tank, above engine, left side of the bike on the tube that the coil is mounted on, there is a 1.25"X1.25" silver box with a wire set coming out of it. The wire is about 5" long and goes to a triangular plug with 3 pins. Unplug this and you are done. The TORS keeps the engine from reving if the throttle hangs. Unplugging this will do away with the limiter. Only unplug it if you feel safe not having the limiter.

If you are not having any troubles....leave the TORS junk on. TORS does'nt limit rpms...it's just a system that monitors throttle opening at the bars and compares that too how much throttle is applied at the carbs. If they are in sync...you ride...if they are not, the engine spits and sputters.
With the TORS removed and one / both carbs hang open (wide open usually) hope you have your spurs bolted on your boots...IT'S RODEO TIME. Your shee will run until it blows or something stops it.

They are fine, until they screw up. I had a trip planned for labor day weekend to go to st. anthony dunes, when loading up the night before I was tuning up the banshee and setting the idle speed and something happened to the boxes and now the idle would not come down. As soon as I started the quad, it would start to rev to the moon until I hit the kill switch.
I got up the next morning and called every place I could find between here and st. anthony looking for the tors removal kit. I could not find it. I found one at rocky mountain atv, which is on the way to little sahara utah, so I changed plans, and went there. Picked up the kit on the way. Installed it at the dunes, except for the idle screws and rode for the whole weekend.
My suggestion is get the kit, because when it stops working it might not be the best time for you. And I second the opinion that it makes it much easier to get at the carbs for jetting and whatnot.
