Default raptor choke.

It could be the spring, undo the 12mm nut that holds it into the motor and pull it out. Inspect and Lube if ok, reinstall.

Default raptor choke.

The choke cable allows water to travel down the sheathing and into your carb, pull the choke out(in bike)an replace it with some lube to help it move better, mine had corrosion and rust

Default raptor choke.

Without going outside to look at this, could you after you get it lubed up put some electrical tape or apply a small bead of silicone to prevent water from entering again.
