To me sounds like the float plunger isn't sealing. I always adjust my float upside down and make the float parallel to the carb bowl mount edge. Check the float plunger rubber and see if it's pliable.

Plunger looks OK. I did a test by filling the fuel line with some cleaner and then moving the float up ever so gently. Flow stopped.

The float is definitely not in line with the bowl mount edge.. If that's the correct setting, then, it's definitely too high. That wouldn't be a 10 degree setting though... more like a 0 degree setting.

Adjust it and test it by using a short piece of fuel line and blow into hose while turning the carb updside down and if it seals, then your good. These setting without measuring degrees always worked for me.

Nope. I don't own a 110cc quad. I also don't think this is what is flooding your carb.

Correct, the jet sizes won't be the issue, but was just asking in case you knew.

Chinese carbs really are junk. Sometimes it's easier to buy the $14 shipped replacement than trying to troubleshoot these.

Ethanol messing the float up.
The high fructose gas is sticky..LOL

Not sure what you're saying. I just asked which way is what for reference. I think I solved my issue with the carb. I just want to know for fine tuning.
