Finally got around to testing the new throttle screw that MWQ suggested.
At first I had it too far in and it wouldn't even move the ATV. While my son was on it, I kept backing the screw out just a hair each time until it finally started moving. It took some tinkering around, but I finally found the perfect spot that slowed this thing down.
He was quite happy about it. With the new throttle screw going in a little further than the stock one, I have to follow him around because if he stops on anything other than perfectly level ground, I have to give him a shove to get him going again. I am fine with that though.

Good deal. The factory set screws must vary a little (imagine that). I know on our TaoTao 110D, you can set it and lock it so far in that you get nothing above idle. Regardless, the only one not scared of it is still my 8yr/old!
